The Board of Architectural Review

The BAR has jurisdiction over exterior changes to properties in Charleston's designated historic districts. Any work that affects the exterior appearance — additions, decks, screen rooms, window replacements, roofing materials, and even paint colors on certain structures — requires BAR approval before a building permit can be issued.

The BAR meets on a set schedule. Submittals have deadlines. If your submittal is incomplete or requires revisions, it goes back to the next review cycle — which may be four to six weeks away. These requirements are most demanding on the barrier islands — Sullivan's Island, Isle of Palms, Kiawah Island, Seabrook Island, Wild Dunes, and Folly Beach — but apply across the broader Lowcountry.

Flood zone requirements affect a significant portion of the Charleston area. Homes in flood zones must be elevated to meet FEMA standards. This affects foundation design, first-floor elevation, and the configuration of any enclosed space below the base flood elevation. We check flood zone status on every project and account for the requirements in the design and budget before any commitment is made.

The Permitting Environment

Charleston's permitting offices are understaffed relative to the volume of construction activity in the market. Reviews take time. Revision requests are common. And there is no mechanism to accelerate the process regardless of how well-prepared your submittal is. A realistic permitting window for most projects in Charleston is two to four months. Projects in HOA communities with ARB review — Kiawah Island, Seabrook Island, Daniel Island, Wild Dunes — add another layer on top of that.
